The government has been pioneering in reshaping the relationship between central and local governments. However, to enable the central government to focus on key issues of national policy and local government to really deliver for their local areas, further reform is needed.
As devolution, rightly, continues apace, this must be matched by streamlined funding models, clear and timely data to inform decisions and enable accountability, and a genuinely collaborative relationship between the different tiers of government.
