Digital transformation of the public sector is crucial to boosting productivity and improving the quality of services. Some estimates suggest that AI alone could provide £200 billion worth of public sector productivity improvements over the next five years. At a time when public sector debt is above 100 per cent of GDP and many public services are struggling, fundamental transformation is urgently needed.  

However, previous attempts at digital transformation have faced significant difficulties. Legacy IT systems remain a barrier to modern government, data is often poor quality and hard to access, digital skills remain insufficient and the centre of government has long been ill-equipped. If digital transformation is to succeed, the Government’s approach needs to be fundamentally different.
