Dr Michelle Clement
MemberDr Michelle Clement is a Lecturer on reform and delivery in government at The Strand Group, Policy Institute at King's College London, where she is Deputy Director of the MA Government Studies. She is also Researcher in Residence at No.10 Downing Street, where she examines the history of No.10 and the role of Prime Minister.
Formerly Dr Clement worked at the British Academy as a Policy Adviser and at Queen Mary, University of London as Strategic Partnerships Coordinator (Tech City) where she facilitated collaboration between government, academia, technology companies, cultural institutions, and creative industries.
Dr Clement's current research and teaching focuses on the institutional memory of British government and public service reform — how policymakers craft policy programmes and create effective mechanisms to deliver for citizens.
Many of Whitehall's challenges seem to come up again and again – the challenge for the centre to focus upon the important as well as the urgent, effective integration of outside talent and technology into Whitehall, and adapting the culture to focus on delivering outcomes for the public. Navigating these challenges is the responsibility of the whole of government and requires both a shared purpose and a guiding coalition. Learning from Whitehall's history and capturing examples of best practice are essential to ensuring we learn from the past.
